PERAN POLISI PERAIRAN (POLAIR) DALAM PENEGAKAN HUKUM TINDAK PIDANA PENYELUNDUPAN BENIH BENING LOBSTER DI INDONESIA

This research examines the important role of the Air and Water Police (Polair) in law enforcement efforts against the criminal offence of lobster seed smuggling in Indonesia, an increasingly worrying problem that has a negative impact on marine ecosystems and the national economy. The main objective of the study is to analyse the effectiveness of Polair's strategies and actions in handling lobster seed smuggling cases, as well as to identify the challenges and constraints faced in the law enforcement process. Using the normative juridical research method, this study explores various primary, secondary and tertiary legal sources, including laws and regulations, legal literature and other relevant documents. The results show that Polair has played a significant role in uncovering and prosecuting lobster seed smuggling cases, but still faces various obstacles such as limited resources, the vastness of Indonesian waters, and the complexity of smuggling networks. In conclusion, although Polair has contributed positively to law enforcement, capacity building, better inter-agency coordination, and strengthened regulations are needed to optimise efforts to prevent and prosecute lobster seed smuggling in Indonesia. This research highlights the importance of a comprehensive approach in addressing the problem, involving not only law enforcement aspects, but also community education and the development of economic alternatives for coastal communities.
