PEMBINAAN NARAPIDANA TERORISME DI LEMBAGA PEMASYARAKATAN (Studi Kasus Lapas Perempuan Kelas IIA Jakarta Periode Tahun 2022-2024)

Terrorism is a serious threat to state and community security, and handling terrorist convicts is an important part of efforts to prevent and overcome terrorism. Efforts to overcome the threat of terrorism do not only include law enforcement and security measures, but must also involve efforts to rehabilitate and develop terrorist convicts. The problem formulation for this thesis is 1) How is the development of Terrorism Convicts at Lapas Perempuan Kelas IIA Jakarta? And 2) What are the obstacles to developing Terrorism Convicts at in Lapas Perempuan Kelas IIA Jakarta? The aim of this research is to determine and analyze the development of terrorism convicts at Lapas Perempuan Kelas IIA Jakarta and to determine and analyze the obstacles to the development of Terrorism Convicts at Lapas Perempuan Kelas IIA Jakarta. This research method uses normative juridical support, supported by interviews. The results of this research concluded that the Development of Terrorist Convicts at Lapas Perempuan Kelas IIA Jakarta based on the Decree of the Director General of Corrections, Ministry of Law and Human Rights of the Republic of Indonesia, Number: PAS-172.PK.01.06.01 of 2015 concerning Standards for the Development of Terrorist Convicts (Deradicalization) has been implemented well. However, there is one program that is not yet running, namely the Evaluation of the Development Program through the Correctional Observer Team (TPP). Evaluation activities were carried out but not discussed at the TPP Session. Lapas Perempuan Kelas IIA Jakarta does not yet have a derivative SOP regarding the SOP for the Development of Terrorism Convicts. Obstacles in developing terrorism convicts at Lapas Perempuan Kelas IIA Jakarta include terrorism convicts who are resistant to the existing system, differences in leadership policies with convict guardians, limited facilities and infrastructure, and limited human resources in carrying out coaching for terrorism convicts. The suggestion of this research is that it is hoped that Lapas Perempuan Kelas IIA Jakarta will be able to carry out a Development Program Evaluation through the Correctional Observer Team (TPP) in accordance with the Decree of the Director General of Corrections, Ministry of Law and Human Rights of the Republic of Indonesia, Number: PAS-172.PK.01.06.01 of 2015 concerning Standards for the Development of Terrorist Convicts (Deradicalization) and creating derivative SOPs regarding the development of terrorist convicts as a reference in carrying out the development of terrorist convicts.
