One reason fines do not deter traffic regulation violations is the frequent occurrence of unofficial levies or bribes by violators and certain traffic police officers to avoid the issuance of tickets. The ticketing system has transitioned to an electronic format, known as the E-Ticketing system, which is expected to make the ticketing process more effective, efficient, and capable of reducing unofficial levies. This study addresses how the E-Ticketing system is implemented in an effort to prevent unofficial levies and the challenges encountered. The methodology used in this research is normative legal research supported by field interviews, utilizing primary legal sources such as books and legislation, and secondary sources including journals and archives. The implementation of E-Ticketing has been successful. The E-Ticketing system has made the public more compliant with traffic laws and has effectively reduced the practice of unofficial levies by minimizing contact between traffic violators and corrupt traffic police officers. Officers caught engaging in these practices are penalized with transfers. However, the execution of the E-Ticketing system still requires improvement, as there are several challenges, such as insufficient infrastructure and human resources. Therefore, it is imperative that the Indonesian National Police refine the E-Ticketing system to enhance its effectiveness.
