PENGGUNAAN DAUN TALAS BENENG PENGGANTI TEMBAKAU DALAM INDUSTRI ROKOK DITINJAU DARI UU NO.39 TAHUN 2007 TENTANG PERUBAHAN ATAS UU NO.11 TAHUN 1995 TENTANG CUKAI

The increasing need for cigarette consumption by the community and accompanied by an increase in tobacco cigarette excise taxes, business actors in the cigarette industry are making efforts to find alternatives to replace tobacco leaves as a material for making cigarettes, one of which is by using Beneng taro leaves. Through the trial efforts that have been carried out, they have succeeded in creating cigarettes made from Beneng taro leaves which have benefits as a substitute for tobacco cigarettes. However, Law Number 39 of 2007 concerning amendments to Law Number 11 of 1995 concerning Excise has not regulated Beneng taro leaf cigarettes as excisable goods. Through a normative legal study, namely a literature study with the main material in the form of laws and regulations, references, and legal documents related to the problem, therefore the law makers are expected to be able to revise Law Number 39 of 2007 concerning amendments to Law Number 11 of 1995 concerning excise or related government regulations so that the Beneng taro leaf cigarette industry can develop which can increase state revenue to improve the national economy.
